Incorrect step page used for report definition custom validation

Summary
User is able to run an incorrect report after validation error displays.
The Code-Pega-List .pzValidateCustomFilterSection activity fails to set the message on the right context. It sets messages on the Primary Page instead of StepPage which affects pyReportContentPage.

Steps to Reproduce
- Run a report
- Force an error on the prompt screen
- Click Submit
Root Cause
A defect in Pegasystems’ code or rules. The Code-Pega-List .pzValidateCustomFilterSection is a final rule in Pega 7.2.2 and cannot be modified.
Resolution
Apply HFix-43751.
