Summary
You have upgraded from PRPC 5.5 to Pega 7.1.7 and have observed that input fields navigation has become slower by 2 seconds.

Steps to Reproduce
Upgrade from PRPC 5.5 to Pega 7.1.7 and observe the time lag in field to field navigation.
Root Cause
You are using a customValidators HTML Fragment in your ruleset that is getting referred at the run time for your use case. OOTB customValidators HTML Fragment belongs to Pega-ProCom and it is blank. You already have validations configured at property levels for all the input fields. There doesn't seem to be any requirement of this custom file.
Resolution
After removing this customValidators html fragment you are not seeing either the reported time lag anymore or any adverse effect.
