Insufficient privileges issue while running BIX Extract

Summary
User reported that there is a problem with BIX extract that they didn't face on TEST environment. When they run it, all versions of the extract rules are getting executed. It appears that the -a and -p parameters are not being picked up properly.
Error Messages
Seen in log file :
INSERT failed: ORA-01031: insufficient privileges
UPDATE also failed: ORA-01031: insufficient privileges

Steps to Reproduce
run BIX extract from script files
Root Cause
A defect or configuration issue in the operating environment.
Database changes found missing in prbootstrap.properties file
Resolution
Here’s the explanation for the reported behaviour:
User needs to update both prconfig.xml and prbootstrap.properties files while updating Database settings in configuration files.
The database details are updated for a different environment.
As database information is mentioned in both the above mentioned files, it needs to be changed in both the files.
