Steps to Reproduce
End the listener process.
Root Cause
This issue occurs in RuleServiceFile.parseRecordAtTime and RuleServiceFile.parseByRecordType methods. They start the Timer, but call the step later. In between if there is any exception, timer does not halt and subsequent invocation to these methods tries to start the Timer again leading to error message in log.
Resolution
Apply HFix-27525.
