Issue with adding custom headers to SOAP envelope

Summary
When adding custom headers to SOAP envelope, only embedded elements are added to the header; root node values or not added to the header.

Steps to Reproduce
Add Attributes to the root level with empty value in the XML stream to observe the issue.
Root Cause
Headers with single node text mapping was not working in Connect-REST.
Resolution
Install HFix-20726 to resolve the issue.
