Issue with pxValidateURL, application hangs

Summary
When trying to configure attach a file functionality using OOTB attach file, and also trying to save the same file in sharepoint where attaching a URL, there are issues faced with pxValidateURL.
The regex in the edit validate rule returns an error when a URL has a space in it. (The application hangs when trying to attach a file name with spaces.)

Steps to Reproduce
In the attachments tab of Case Manager portal, try to attach a document which has spaces in it (For example: abc def.txt).
Root Cause
pxValidateURL does not allow you to bypass the validation for blank space between file name which causes the issue.
Resolution
Substitute "%20: for spaces before a question mark, and a "+" for space characters after it. The file name should be encoded accordingly while generating the URL.
