Summary
Reason Code (RC) 4854 should have a 2713 Representment code defined in the RC rule. User should have option to select "Invalid Chargeback".

Steps to Reproduce
1. Create a Representment case in Acquirer with the RC 2731.
2. You are unable to submit Representment for Reason Code (RC) 4854 due to the unavailability of Representment Qualifiers.
Root Cause
Invalid Chargeback Representment Code is missing for RC 4854.
RC 4854 should have a 2713 Representment code defined in the RC rule which is currently missing in the system.
Resolution
Installing HFix-21581 resolves the issue.
