JAWS reads Refresh icon in pzDelegatedRules section as Link

The Screen readers (such as, JAWS or NVDA) read the Refresh icon in the out-of-the-box pzDelegatedRules section as 'Link'.

Steps to Reproduce
- Open the out-of-the-box pzDelegatedRules section.
- Preview the section.
Root Cause
A defect in Pegasystems’ code or rules.
Helper text was unavailable for the Refresh icon.
Resolution
Perform the following local-change:
Add a link along with the Refresh icon.
This feature is implemented in Pega Platform 8.3.3.
