Local actions are not available

Summary
Local actions are available only when user is performing the assignment.
Whenever caselinking is done, the user cannot continue with another local action, for example: send email, change request category, System responds with error message attached "captuer.jpg" although case is still in assignment mode.
The issue occurs whenever the assignment is in perform mode. On shifting from perform mode to review mode and reverting back to perform mode, the issue does not persists. The issue is not generated in review mode.

Steps to Reproduce
1. Open any assignment.
2. Perform case linking from right collapsible section.
3. Try to perform any other action. Error occurs.
Root Cause
An issue in the custom application code or rules: actionSection variable is becoming empty after submitting the flow launched in modal dialog.
Resolution
Perform the following local-change steps:
1. Create a non-auto control to section.
2. Set the actionSection variable to "pyActionArea" and drop it next to row-repeat (which launched flow in modal) in a separate layout.
