Localization of Shortcuts on Button Labels

Summary
In the application, one of screen user displays the button with shortcut key option. In case of localization due to this shortcut keys the button labels are not being localized.
Error Messages
User gets localized button label but not with shortcut keys.
Steps to Reproduce
1.Remove the shortcut key in the original button label.
2.Add shortcut key in the actual localized button label field value.
3.Verify the screen.Observe that it displays button label with & symbol, instead of shortcut key.
Resolution
This issue is resolved by Hfix-21036.
