Localization wizard deletes field values from locked rulesets
When updating the translation for a field value, localization wizard deletes the previous version of a rule from a locked ruleset. This results in inconsistent rule counts between environments.
Steps to Reproduce
- Create a field value.
- Translate the field value to a new language using the localization wizard.
- Lock the ruleset associated with the new language.
- Retranslate the field value with a new translation using the localization wizard and a higher version of the ruleset. The field value is moved to the higher version and removed from the lower version of the ruleset.
