Localized label position is not correct

Summary
On the standard approval screen, there is the text "Please approve or reject this CASETYPE", where 'CASETYPE' is the type of the case to be approved.
The localized label for this text is "Please approve or reject this {1}", where "{1}" is the parameter location at which the case type name is to be inserted.
However, it appears to insert the case type name at the end regardless of where the parameter is specified, further it is making text grammatically incorrect when there is text after the insertion location.

Steps to Reproduce
1. Create a case flow with two steps: Collect Information and Approve/Reject.
2. Do a private edit on out-of-the-box Field Value, “ApproveRejectLabel”. Add “within two days” after {1}, and save the rule.
3. Run the flow. Click “Done” > “Advance this case”. Observe an Approval screen.
- The “Approve/Reject” message is not as defined. Although the “within two days” phrase is configured after the {1} (case name), at run time, “the within two days” is inserted before the {1} (case name).
