Localized values not fetched for Locked and Get Help OOTB rules

Localized values are not fetched for out-of-the-box rules such as Locked and Get Help.

Steps to Reproduce
- Create a field value for Get Help (Field Name: pyCaption) and Locked (Field Name: pyActionPrompt).
- Open any rule.
- Click the Actions dropdown. The Get Help rule is not updated with the localized value.
- Open any locked rule.
- Move the mouse on the locked icon. The localized value is not updated.
Root Cause
A defect in Pegasystems’ code or rules:
Locked icon is available in pzRuleFormToolbarLockedIcon section for which the Localize checkbox is not selected. Hence, the localized value is not retrieved.
Similarly, Get Help is available in the pzRuleFormToolbarHelpMenu Navigation rule for which 'Localize labels, tooltips, and descriptions' checkbox is not selected. Therefore, the localized value is not retrieved.
Resolution
Apply HFix-59790.
