Major skim sets Withdrawn properties to Available

When you perform a major skim, property rules that have availability set to Withdrawn become Available again.

Steps to Reproduce
Perform a major skim.
Root Cause
A defect in Pegasystems’ code or rules
Resolution
This issue was scheduled to be resolved in Pega 7.1.8. Install or upgrade to the latest Pega 7 release.
If you want to continue using Pega 7.1.6, perform the following local-change:
Manually delete the changed Property rules from the new ruleset version.
This prevents the rules from being moved to the next ruleset if you perform another major skim.
