MAP VALUE circumstancing not working

Summary
User tried to circumstance MapValue ,based on Property/Template.The criteria are satisfied to pick the circumstance rule yet only the based rule is executed.
Error Messages
Run time only the based rule is executed.
Steps to Reproduce
Create a Map Value rule.
Circumstance it based on Property/Template.
Create a test activity in order to call the map value and make sure to set the criteria to satisfy the circumstance rule criteria.
Execute the activity.
Root Cause
Your PRPC application contains an activity with a step page that calls a circumstance rule
Resolution
Circumstancing on Decision rules works with the primary page and not with the step page.
