In Modal Window, Scrollbar covers up action buttons

Summary
When the size of the contents of a modal window are larger than the size of the window vertical scroll bar does not scroll far enough down to display the buttons. The horizontal scroll bar is covering them up.

Open the Modal window and observe.Root Cause
A defect or configuration issue in the operating environment.
Resolution
Perform the following local-change:
Add a blank layout below the OK or Cancel Buttons on the pyModalTemplate section.
