Summary

Field Marketing is used to create campaigns which target manually selected users. The offers are configured with an offer flow which uses a hand off shape to start a Pega flow that sends user data to an external system via the web service. However, one offer must be initiated with one hand off started for each user.

Post upgrading to Pega 8.1.3 or Pega Marketing 8.1, in the Production environment, instances with multiple hand off flows start for a few offers (users) for the ordered campaigns.
Correct number of offers are initiated in the batch output table. 
However, as many as 568 hand off flows are started and one to six hand off's are created for each user.

The issue is not reproducible in the lower environments and in pre production (which has the same configuration as production). The issue occurs with all the campaigns in the Production environment.
