Root Cause
This behavior is as per Pega product design.
Resolution
Here's the explanation for the reported behavior:
When the pega.u.d.isAccessible is true in the Document Object Model (DOM), the tab-index attribute is added and is set to 0. When the tab-index is 0, the element or control receives focus on tab.
