Not able to edit delegated Decision table

Summary
Application has delegated decision table rules.
There are links to edit the rule from the end user portal.
when a link is clicked the link corresponding to decision table rule will be opened.
Upon clicking 'edit in excel', errors are encountered
This error is not occurring for Admin User ids.
Error Messages
1.Error in bSendUserRequestWithValidate
2.Activity Rule-Template-Excel.getTemplate did not execute correctly
Steps to Reproduce
1.Open custom end user portal
2.Click on link to open delegated decision table
3.Click on edit in excel of the decision table rule
Root Cause
Issue - Excel sheet was not opening when "Edit in Excel" is clicked
Root cause - Bug in prpc code,
Issue: - user was not able to save changes made in excel to decision table
Root cuase - corrupt or incomplete ActiveX files.
Resolution
Issue is resolved by Hotfix Item Hfix-10376 and Reinstalling Activex control using cab installer.
