Not able to select on Blur in the UI for text input

Summary
User has a simple section which has a property with control as "inheritfromproperty" on actions tab.
When users are selecting on blur and submitting, it is not getting retained and it just vanishes off.
Error Messages
No error message, but whatever event selected is vanishing.
Steps to Reproduce
Trying to apply “On-Blur” action on Quote # property. The Quote number is of type “ Control inherited from property ”.
1) In actions tab, select Event as “on blur” and Action as “Post value”.
2) Upon click of submit, the settings are not retained, but it gets cleared.
3) Even when user selects “Activate input formatting” check box and submits it, the same does not work.
Root Cause
A defect in Pegasystems’ code or rules
If user changes the control to inherit from property, pyAutoHTML in xml still remains true, so actions are not persisting.
Resolution
Apply Hfix-24817.
