Here’s the explanation for the reported behavior:

The number of bytes allocated for encrypted text must be equivalent to the length of the clear text value. The content of the clear text is also a factor. Generally, for 32-64 byte clear text, 255 characters is sufficient.

If the column size is not large enough to hold the entire encrypted value, it must be truncated similar to an unencrypted value. The truncated encrypted value fails trying to decrypt.
