Package Export or Import question

Summary
The using the wizard, a new Rule-Admin-Product has been generated. During the generation of said product, all users have been specifically excluded. Unfortunately the "PREVIEW" button is clearly showing all users been included into the export file.
Why all users were always included in the package regardless of the selected options.

Steps to Reproduce
- Create a new application
- Generate a Product file using the wizard to migrate on higher environment
- During the generation of the Product, exclude all operators
- Click the PREVIEW button
- Incorrectly all users are part of the file to be migrated
Root Cause
Concerning the users, the problem is coming from their custom application. Some how, the Data-Admin-Operator-ID class has been added to the "Data Types" list associated with said application.
Resolution
Removing the OOTB class from said list is actually solving this issue.
