Page level errors do not display on a modal dialog when messages are set on a Page using Page-Set-Message.

Steps to Reproduce
Create a page and property level errors using Property-Set-Message and Page-Set-Message. Error does not display for page errors on the modal dialog. However, the error displays only for the property.Root Cause
Modal dialog does not run according to the harness level setting. That is, it does not handle 'always Show' Form Level Errors configuration.
Resolution
Apply HFix-40885.
