PegaBulkMover activity is failing during upgrade

Summary
Upgrade from PRPC 6.3 SP1 to Pega 7.1.8 fails with a SQL error while loading data to PR_INDEX_REFERENCE table. Then environment is using DB2 9.7
Error Messages
[java] Mon Jan 11 11:31:29 EST 2016 (INFO): Encountered exception during processing!
[java] [jcc][t4][1065][12306][3.62.56] Caught java.io.CharConversionException.
DB2 ERRORCODE=-4220, SQLSTATE=null
Steps to Reproduce
Run bulk mover step of the upgrade process on DB2 9.7 database.
Root Cause
This is caused by a known issue in DB2.Resolution
This issue is resolved by the IBM DB2 9.7 Fix Pack 7 and later. Fix pack 11 is the current latest fix pack as of the writing of this article.
