When creating a flow, 'This is a placeholder' message displays. This occurs post Pega 7.3.1 update.

Steps to Reproduce
- Update Pega 7.1.6 to Pega 7.3.1.
- Open an existing out-of-the-box or application specific flow.
Root Cause
An issue in the custom application code or rules.
Pega-EndUserUI:06-03 ruleset was present in the application's rule stack.
Resolution
Perform the following local-change:
Remove the Pega-EndUserUI:06-03 ruleset from the application's rule stack.
