Portal screen shrinking or disappearing in AES 7.1.7

Summary
Using the AES Manager 7.1.7 under Pega 7.1.7, main contents panel of the screen will initially display at full size but shrink from the bottom of the screen to the top of the screen until the container is nothing more than a line at the top of the screen. The issue does not happen all the time, sometimes it is incremental where it shrinks an inch or two with each user action or it immediately shrinks when opened.
Steps to Reproduce
- Open IE.
- Open the AES Manager Portal.
- Go to the dashboard.
- Click on an id from the 'Highert-Return Alert Action Items To Address'.
- The resulting screen seems to consistently show the issue.
Root Cause
A defect in Pegasystems’ code or rules. Changes need to be made to AESManagerPortalContainer to have Screen Layout instead of Panel Layout
