prpcUtils unable to delete directory in temp folder

The prpcUtils utility imports Application JAR files and hotfixes. Multiple instances of prpcUtils utility are used in parallel. Periodically, BUILD FAILED error message occurs. Logs for these instances display that there is a failure when the prpcUtils utility is unable to delete the temp folder.
This behavior is intermittent and occurs less often when each instance of prpcUtils is used with a unique user.temp directory specified. Windows Server 2012 is used.

Steps to Reproduce

A defect or configuration issue in the operating environment. Microsoft Process Monitor was used to collect data while prpcUtils was running. The captured data displayed that the only other process accessing the temp folder at the same time was TaniumEndpontIndex.exe, an indexing software.

Make the following change to the operating environment:

Disable this software or configure it so that it will not run on temp folders generated by the prpcUtils utility.
