pyWorkCover Clipboard page is not available offline

Summary
On configuring a parent case as online and child case as offline, the offline child case is unable to reference the pyWorkCover Clipboard page.

Steps to Reproduce
- Create an online use case.
- Create a child case that is offline enabled.
- Create a section in the child case to refer properties from the pyWorkCover Clipboard page.
- Open the offline child case on a mobile device. pyWorkCover data does not display on the mobile device.
Root Cause
pyWorkCover is packaged only when both the parent and child cases are marked offline.
Resolution
Perform the following local-change to ensure a section referring to the Clipboard page is packaged,
Create a duplicate pyWorkCover page on the pyDefault data transform. This is created to ensure that the Clipboard page is available at the time of packaging.
FDBK-26032 is created to allow the packaging of the pyWorkCover Clipboard page even when the parent case is online.
