Radio button action set doesn't trigger immediately

Summary
User has configured set of controls with cascading visible conditions.
When user refreshes the form and clicks the radio button immediately, Onchange event action is not triggered as expected.

Steps to Reproduce
1. Create a section with two cascading radio buttons and a label field.
2. Configure the radio button 1 as:
- Action set event – On Change
- Actions – Post Value, Refresh section
3. Make Radio button 2 to visible when radio button 1 value is NOT NULL.
4. Configure radio button 2 as:
- Action set event – On Change
- Action – Post Value, Refresh section
5. Label field to be made visible when radio button 2 is NOT NULL.
6. Configure a button say ADD with refresh this section.
7. Include that section in repeat grid with expand row configuration.
Root Cause
A software use or operation error : User configuration.
User has configured the cascading visibility conditions with Run visibility condition on client check box enabled also configured the refresh this section every property Onchange.
Resolution
Perform the following local-change:
Disable the Run visibility condition on client check box for all the properties in section.
