Refresh on Tabs not happening when clicked fast

Summary
Refresh issue in tab group layout.
User has tab1,tab2 and tab3 which have onclick events.
When switching between tab1 and tab2 refresh is not happening on active tab(tab2) instead refresh happens on tab1 but screen stays at tab2 and tab2 events are not getting refreshed until user clicks once again on tab2.

Steps to Reproduce
- Configure Tabs.
- On Tabs configure Refresh Section.
- Click on Tabs fast.
Root Cause
The time taken to process Refresh section and server call was negligible.
Hence, the busy indicator did not appear. However, the delay allows clicking another button.
Resolution
Implemented the change in below SA with ID:SA-23271
