Regression on HFix-36537

Summary
After installing HFix-36537 , an existing or new data type that has been delegated cannot be exported or imported by the delegation manager.
Error Messages
com.pega.pegarules.pub.PRRuntimeException: InsufficientPrivileges:RuleExecutionDenied RULE-OBJ-ACTIVITY @BASECLASS DOWNLOADFILE #20170810T070738.212 GMT
Steps to Reproduce
Attempt to export Report Definition data as CSV data.
Root Cause
The issue has been traced to HFix-36537: the standard activity <RULE-OBJ-ACTIVITY>@baseclass.DownloadFile has been updated to require authentication before it can be executed.
Resolution
To resolve this issue, the System Administrator has to update the Access Group Priviges for these users to include the following privileges:
- PRIVILEGE CLASS: @baseclass
- PRIVELEGE NAME: ZIPMOVEEXPORT
Then logout/log back in to be able to able to export their report data without incidence.
