Reports open on the same tab instead of in new tabs

Summary
When opening any report from My Reports, all the reports open on the main tab instead of opening in new tabs.
The report must open according to the design time confiruration (New document > Pop-up Window > Replace Current harness).

Steps to Reproduce
Click any report available on the My Reports tab.
Root Cause
This behavior is as per Pega product design.
Resolution
Perform the following local-change to open the report in a tab:
Drop the legacy tab layout since it is deprecated.
Alternatively, drop a layout group (TAB).
