'Required Field' for validate rule disappear on edit

Summary
A required Field Indicator (Orange asterisk) disappears for a checked-in Validation rule when a user tries to click on "Edit" button & click on OK button.

Steps to Reproduce
1. Create a validate rule
2. Specify a property and click 'add' in the conditions
3. Mark it as required
4. Save the rule
Root Cause
The issue is seen because of extra refresh which is caused due to change tracker sending back an AddDelete to PageList (.pyValidationValues(1).pyValidations) as a Change, But in this case only properties inside the embedded page (.pyValidationValues(1).pyValidations(1) ) are getting added/removed (through activity Embed-ValidationValue • pzAppendValidatePropertyRightColumns ).

Resolution
Hfix-10327 has been provided. Track only element add/remove in a list/group - avoid changes to embedded elements or properties of the tracked list.
