Steps to Reproduce

1. Log in as CLMFSCIBSysAdmin/
2. Launch the Requirements portal.
3. Create a new Requirement Set from the Requirements portal.
4. Select several default requirements from the list.
5. Fill the labels when the Requirement is satisfied.
6. Save the record. 
7. Log off from the application.
8. Relog in to the Requirement portal.
9. Create a new Onboarding case or add a Product case for an existing user. On the 'Monitor document collection' step, to the right of the 'Completion' option, the value is empty for the SatisfactionLogicDecoded property.
