1. Create a property rule in two versions.
2. Set the availability of the rule as withdrawn in higher version.
3. Set the availability of the rule as available in lower version.
4. Perform skimming operation.

Root Cause

The root cause of this problem is a defect in Pegasystems' code in handling the skimming activity for property type rule. 

Resolution

Apply HFix-20829.
