Rule check-in fails with an error

Summary
Error occurs when checking-in a rule after submitting a single quotation mark (') as a comment. The error persists even when submitting the rule with a valid comment.

CheckIn was unsuccessful. Original Instance does not contain Lock Information. Original Instance Handle : RULE-OBJ-ACTIVITY A-B-C-D TESTACT
Steps to Reproduce
- Check-out a rule
- Check-in the rule with a quotation mark (') as the comment
- Close the check-in window, try check-in again with valid comment.
Root Cause
A defect in Pegasystems’ code or rules. Incorrect condition on one of the steps of the Rule-.PostActionCheckIn activity.
Resolution
Perform the following local-change:- Save the Rule-.PostActionCheckIn Activity in the application ruleset
- Replace the When condition with .pyMemo=="" || Param.InMemo ==""
