RuleNotFound when importing rules from command line

Summary
When the cluster protocol value set to hazelcast, the ant import rules with the prpcUtils.sh task hangs.

Steps to Reproduce
- Create s new Product file with new rules.
- Import the rules through prpcUtils.sh with command line into another environment with hazelcast protocol value set in prpcUtils.xml.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-31925 to resolve the issue.
