'Save Changes' button does not work

Summary
'Save Changes' button does not work on selecting a Visibility condition (when Rule) and a Disable condition (expression).
Closing the expression outside the modal window and reopen it will enable the Save Changes button.
Error Messages

Steps to Reproduce
- Select a When rule and an expression
- Add an incorrect condition in the second row
- Change 'and' in the relation field to '--'. The 'Save Changes' button does not work
Root Cause
Incorrect validation on pzValidateExpressionDialog on the secondLeftOperand without a visible When rule check.
Resolution
Apply HFix-39944.
