Save Layout As Section does not show ruleset or version

Summary
Unable to see the ruleset name and version when trying to Save As the layout as a section.

Steps to Reproduce
Drop a new layout in section, and save the layout as section.
Root Cause
"RuleSetDetails" rule from PegaRequirements ruleset caused the issue at the FSIF layer.
Resolution
Apply HFix-28070
