Screen focus does not start at top of the screen

Summary
On clicking a workobject in the Tabbed layout, the scrollbar displays in the middle of the page instead of at the top. This occurs in Chrome and Internet Explorer browsers.

Steps to Reproduce
- Click a work object in a Tabbed layout.
- Open a Summary consisting of all the details in the Review harness. The Screen focus is shifted to the middle of the page.
Root Cause
A software use or operation error.
Resolution
Perform the following local-change:
Include the below code in the UserWorkForm:

</script>
