Scripting and coaching tips not specific to user or workgroup

Summary
A coaching tip is configured and assigned to one of the users. All users except the user to whom the coaching tip was assigned could see it.

Steps to Reproduce
- Log in to application, and navigate to configuration tools option.
- Provide a coaching tip.
- Assign the same coaching tip to a specific user or work group.
Root Cause
CPMCoachingTip section was designed to show multiple tips, and CPMDisplayCoachingTip activity had a bug in the looping through eligible tips.
Resolution
Apply HFix-24432.
