Search results do not display operator name in filter condition

Summary
In the Search results, on filtering a column, the operator ID displays instead of the operator name. This occurs post update to Pega 7.3.1.

Steps to Reproduce
- Update Pega 7.2.1 to Pega 7.3.1.
- Click the filter condition of a specific column. Filter option displayed the operator ID instead of the operator name.
Root Cause
Localization was handled incorrectly.
Resolution
Perform the following local-change:
- Change the 'Filter by' from Value to Format.
- Change the control to Formatted text.
