After executing a segment, the segment does not populate and runs infinitely.

Steps to Reproduce
- Create a Customer Context in the externaMKT schema.
- Create a segment on the Customer Context.
Root Cause
The DeferredSegments agent responsible to populate the data, was not running.
Resolution
Perform the following local-change:
Start the DeferredSegments agent such that it is running.
