Steps to Reproduce
Pass the below special characters in REST or JSON request.

- < >
- %
Root Cause
A defect or configuration issue in the operating environment. The parser was not enabled to parse special characters. This is not enabled by default because it increases the CPU footprint of the parser.
Resolution
Perform the following local-change:
- Add the following Dynamic System Setting (DSS):
DSS name : json/escapeSpecialCharacters
Owning ruleset : Pega-IntSvcs
Value : true - Restart the system
