Survey fails to run on production level 5

Summary
When the application is set to production level 5, surveys fail to run on NBAA.
This flow is in draft mode. Most errors are suppressed and this flow does not run in production.

Steps to Reproduce
1. Set production level to 5.
2. Try to run a survey.
Root Cause
SurveyDriverScrFlow is in draft mode and has warnings that it will not run in production.
Resolution
Apply HFix-24603.
