The Switch Application functionality in the portal works only the first time when switching between access groups.

Steps to Reproduce
- Configure a button or a dropdown to switch the access group.
- Log in as any user and switch between two access groups.
Root Cause
The Null condition was not handled when the pega.ui.composer was unavailable.
Resolution
Apply HFix-54571.
