System Scanner is broken after the update to Pega Platform 7.1.8

Summary
You just updated Pega Platform from version 7.1.7 to 7.1.8. The System Scanner's "Upload Hotfix Catalog" screen is now broken and none of the functionality works. There is error on the screen but you can't read it because the screen is not rendered properly and the error message is cut off.
Error Messages
The following error is shown in the tracer:
Failed to find a 'RULE-OBJ-ACTIVITY' with the name 'PZINITIALIZESCANNER' that applies to 'PegaAccel-Management-UpdateManager-Scanner'. There were 2 rules with this name in the rulebase, but none matched this request. The 2 rules named 'PZINITIALIZESCANNER' defined in the rulebase are:
1 related to applies-to class 'PegaAccel-Management-UpdateManager-Scanner', but were defined in rulesets which are seemingly inaccessible to you (check rulesetlist): 'Pega-UpdateManager:07-10-01'.
1 inaccessible because their availability was 'Withdrawn'.
Steps to Reproduce
- Perform the update of the Pega Platform from version 7.1.7 to 7.1.8.
- Select "Designer Studio" button -> "System" -> "Release" -> "Hotfix Manager" -> "System Scanner".
- Observe the issue.
Root Cause
The root cause of this problem is that the update to Pega Platform 7.1.8 was not performed correctly. You imported your Pega Platform 7.1.7 database dump into a Pega Platform 7.1.8 instance and applied the Pega Platform 7.1.8 update script. That is not the correct update procedure and is the cause of your issue.
Resolution
This issue is resolved through the following local change:
You need to apply the Pega Platform 7.1.8 update script on the Pega Platform 7.1.7 instance.
