Tab focus in row repeat

Summary
Next field is highlighted on clicking tab, but focus is not on field until the tab is clicked again.

Steps to Reproduce
1. Select the fields like shown below.
2. Edit the fields as given in the image below.
3. Enter the properties as shown in the image below.
Root Cause
The HTML generated for section rule had incorrect markup. Even though Make Header? field was deselected for the highlighted column, it had header markup. (For header tabIndex is set on the element.)
Resolution
Selecting and deselecting Make Header? field generated the correct markup.
