Tab out does not work in IE8

Summary
Tab out does not work correctly in IE8. Tab out stops working after some dropdown fields, it does not navigate to the next field. This occurs only in IE8. It works fine in IE9, Chrome and Firefox browsers.

Steps to Reproduce
1. Create a section and add a couple of Text boxes, Text area controls and Dynamic Select (Control alignment should be stacked alignment).
2. Configure onchange refresh section on dynamic select.
3. Run the use case and perform tabbing on the form at runtime.
Root Cause
A software use or operation error. Once the cursor reaches to dynamic select, press tab key in the keyboard. The cursor is moves to top of the screen instead of next control. This is due to onchange refresh section configuration on dynamic select. The section is refreshed and cursor will be pointing to first element in the screen.
Resolution
Local-change is to remove onchange refresh section configuration on dynamic select control.
