TabbedScreenFlow7 does not render the navigation pane

Summary
Using a screen flow with the TabbedScreenFlow7 harness and selecting 'Display Navigation Link,' the navigation pane fails to render for any assignment shapes in the screen flow.

Steps to Reproduce
- Create a case using Pega Survey
- Define the main flow as a screen flow
- Set the start shape to use the TabbedScreenFlow7 harness
- Use the Question Page smart shape and select Enable Navigation link
Root Cause
An issue in the custom application code or rules. The When rule to display the breadcrumb was set to false and sub process navigation link was not checked.
Resolution
Perform the following local-change:Set the sub process navigation link check box and customize the When rule to return true.
